Brandon Butler, Founder
Brandon Butler established Pinnacle Strategies in 2021, leveraging his deep expertise in workforce development, legislative strategy, and local governance. With experience as the Deputy Assistant Secretary for Workforce Development at Maryland’s Department of Labor and County Administrator for Allegany County, Butler has led transformational initiatives in workforce planning, apprenticeship expansion, and economic development. He is a licensed attorney and a strategic advisor to workforce and economic development organizations across the region.

Mary Cramer Wagner, Government Relations Specialist/Consultant
Mary Cramer Wagner is a seasoned government relations specialist with over 21 years of experience in public policy, elections administration, and strategic advocacy. Before joining Pinnacle Strategies, she served as Director of Voter Registration and Petition Division at the Maryland State Board of Elections, where she led major election initiatives and policy development efforts. Her deep expertise in legislative processes, stakeholder engagement, and issue advocacy makes her a vital asset in shaping policy solutions that align with organizational and governmental goals.

Lindsay Butler, Consultant
Lindsay Butler is a seasoned healthcare strategist and fundraising consultant with over 20 years of experience across clinical, corporate, and nonprofit sectors. She has secured more than $150 million in funding and built global partnerships that expand access, accelerate innovation, and improve health outcomes.
At Pinnacle Strategies, Lindsay leads Healthcare Alliances & Nonprofit Strategy, advising clients in the pharmaceutical, medical device, public health, and nonprofit sectors. Her work spans strategic growth, capital development, alliance building, and cross-sector collaboration—guided by policy-informed strategies that improve the healthcare landscape, enhance market access, and advance community impact. She brings deep expertise in advocacy, grassroots engagement, and coalition management, helping organizations build influence, address complex issues, and advance mission-aligned priorities.
She holds advanced degrees in business and radiologic technology, with certifications from Stanford, Harvard, and MIT in health policy and global public health —and plans to pursue her doctorate in global public health.

Cross Ritchey, Government Relations Specialist/Consultant
Cross Ritchey is a dynamic government relations professional with expertise in legislative strategy, policy analysis, and stakeholder engagement. With a background in political science and law, he has advised clients on regulatory and legislative matters, monitored policy developments, and developed advocacy strategies. His experience includes serving as a communications assistant for the Maryland House Republican Caucus and legislative intern at the Maryland General Assembly, giving him firsthand knowledge of the policymaking landscape at both state and federal levels.

Nancy Fink, Consultant
Nancy Fink is a seasoned workforce development expert with decades of leadership experience across public and private sectors. As the founding Director of Maryland’s Professional Outplacement Assistance Center, she helped thousands of jobseekers navigate career transitions with clarity, skill, and empathy. Nancy’s background in human resources, organizational development, and training has made her a sought-after facilitator known for blending insight with humor. A committed civic leader, she has held national and state leadership roles with the International Association of Workforce Professionals and the Middle Atlantic Career Counseling Association. Nancy continues to consult in workforce development, staying true to the work she’s most passionate about.

Joan Aquilino, Administrative Assistant
Joan Aquilino brings extensive experience in government administration, legislative operations, and community engagement. She has held key leadership positions, including Chief of Staff and Executive Special Assistant to former Maryland Secretary of Labor, Licensing, and Regulation, Kelly Schulz. Her career spans roles in business management, public service, and strategic planning, making her an essential member of Pinnacle Strategies in ensuring operational efficiency and client support.
